What is the difference between a TVC and a digital film?

Mostly where it runs and how long it has to earn attention. A TVC buys its seconds; a digital film has to win them in the first two. We write and cut for that difference.

Can one shoot cover TV, YouTube and Reels?

Yes, if it is planned that way from the treatment. Framing for vertical on set is very different from cropping to vertical in the edit.
